Dr. Joe Phillips,

Fulton County Schools (GA)

Dr. Joe Phillips, an accomplished educational leader and retired Army Officer, has recently assumed the role of Chief Information Officer (CIO) for Fulton County Schools. Dr. Phillips brings a wealth of experience and a proven track record of enhancing student achievement and improving educational systems in complex environments.

With a Doctorate in Educational Leadership and a Master’s in Business and Organizational Security Management, Dr. Phillips has excelled in various leadership roles, most recently as the CIO for Broward County Public Schools, the sixth largest school district in the U.S. His innovative strategies in digital transformation, cybersecurity, and educational technology have earned him national recognition, including being named among the Top 100 EdTech Leaders in the U.S.

At Fulton County Schools, Dr. Phillips oversees technology initiatives aimed at improving teaching and learning experiences, enhancing administrative processes, and supporting data-driven decision-making. Known for his strategic planning and data-driven approach, he is committed to driving academic excellence, operational efficiency, and student safety.

Jason Rooks,
Executive Director of Operations,
Parkway Schools (MO)

Jason Rooks is the Executive Director of Operations and former Chief Information Officer in the Parkway School District in St. Louis, MO. As an IT leader, he focuses on delivering a safe and stable computing environment for K-12 students and staff.

Jason currently holds the CISSP and ITIL Expert certifications. He is on the Missouri state boards for Midwest Tech Talk and COSN’s state chapter Missouri Educational Technology Leaders. He frequently speaks on security and technology topics at state and national conferences.
