Moderator Dr. Cheryl Logan, Inaugural Director of the McGraw Center for Educational Leadership, will lead a discussion with panelists Sherie Thomas, Deputy Chief, Omaha Police Department, Sedric Morris, Sr., Executive Director of Safety and Security, Madison Metropolitan School District (WI), and Joe Munoz, Manager, School-based Law Enforcement, Texas School Safety Center.
Together, they’ll explore strategies for building partnerships with families, local organizations, law enforcement, mental health providers, and other stakeholders to create a comprehensive, collaborative approach to student support.

Our 3-part webinar series, developed by the Raptor Superintendent Advisory Board, is created for superintendents and district leaders nationwide to explore the most urgent issues in school safety—and the leadership strategies that make the greatest impact.
Dr. Cheryl Logan is the Inaugural Director of the McGraw Center for Educational Leadership at the University of Pennsylvania and the 2022 McGraw Prize in Education winner. She previously served five years as Superintendent of Omaha Public Schools, leading Nebraska’s largest district of 53,000 students.
With more than three decades of experience in education, Dr. Logan has held senior leadership roles in the School District of Philadelphia and served as both an elementary and high school principal in Maryland. Fluent in Spanish, she is recognized for her commitment to equity, community partnerships, and serving diverse student populations. She holds degrees from the University of Maryland (B.S.), Johns Hopkins University (M.Ed.), and Penn GSE (Ed.D.).
Deputy Chief Sherie Thomas has served with the Omaha Police Department since 1998, rising to Deputy Chief in 2022 after roles in patrol, Domestic Violence, Internal Affairs, Training, and Community Services. She holds a B.S. in Criminal Justice from the University of Nebraska at Omaha and an M.P.A. from Bellevue University.
She serves on boards including Special Olympics Nebraska, Youth Emergency Services, and Girls Inc. of Omaha, and is President of the Nebraska Chapter of the National Organization of Black Law Enforcement Executives. She also serves on the executive board of the Black Police Officers Association of Omaha and is a proud member of Alpha Kappa Alpha Sorority, Incorporated.
Recipient of Omaha’s Living the Dream Award and the Lynda Shafer Distinguished Alumni Award, Thomas is dedicated to mentorship, equity, and building trust between law enforcement and the community.
Sedric Morris, Sr., is the Executive Director of Safety and Security for the Madison Metropolitan School District, overseeing safety initiatives across 53 schools. With a background in criminal justice and over a decade of experience in corrections, youth services, and school safety, he is dedicated to fostering collaboration and building strong partnerships. Morris focuses on developing coordinated strategies that strengthen school safety culture and ensure safe, welcoming learning environments.
Joe Munoz has over 40 years of law enforcement and school safety experience, including 30 years with the Austin Police Department, where he served in leadership roles such as Public Information Officer and supervisor of Community Relations. He joined the Texas School Safety Center in 2013, where he manages school-based law enforcement programs and a statewide team of instructors.
He has developed key training initiatives, including supervisor and post-master summits, to strengthen school-based law enforcement across Texas. A former school board trustee, Munoz, was recognized as a top five finalist for the Texas Honor Board of the Year. He is also a graduate of Leadership Austin, Leadership TASB, the LBJ School of Public Affairs, and the West Point Leadership Academy.
